안녕하십니까. 커뮤니티의 발전을 위해 애쓰시는 단체장님과 성직자님께 감사 드립니다.
최근 슈와제네거 캘리포니아 주지사는 2008년-2009년 회계 년도 예산 삭감안을 특별기간(Special Session)을 통해 다시 발표했고, 12월말까지 통과시키려 합니다.
이번 예산 삭감안 내용 중 이민 연장자와 아동의 의료 보험 신청 자격 박탈 및 월페어 폐지 등 우리 커뮤니티에 크게 영향을 미치는 사안들이 있어 커뮤니티 단체 및 종교기관의 이름을 모아 주지사에게 삭감을 반대하는 서한을 보내려 하니 꼭 동참해 주시길 부탁 드립니다.

1) 저소득층 이민 연장자 및 장애자의 월페어 (캐피)와 음식 보조(푸드스탬프) 프로그램 폐지
2) 영주권자 어린이 및 연장자 메디칼 (주정부 의료보험 프로그램) 신청 자격 박탈
4) 합법적인 이민자들을 위한 서비스 감축
영주권자 이민자에 대한 차별적인 예산 삭감으로 커뮤니티의 미래인 아동과 우리 사회 및 가정을 일구어 오신 연장자의 건강 및 복지가 위험에 처해졌습니다.

Dear Governor Schwarzenegger,
Korean Resource Center (KRC) works to support and promote the Korean American community on the issues of education, health access, service, immigrant and civil rights, and voter empowerment. The undersigned organizations and community groups are deeply concerned with your recent budget proposal on essential health and human services programs. Immigrants, seniors and low-income families need the most help and support in these difficult economic times. If these cuts are approved, it will severely impact the lives of hard working immigrants and/or low-income families and seniors.
Of particular concern are:
Medi-Cal
•Eliminating services in Medi-Cal, including adult dental, chiropractic, speech therapy, podiatric, clinical psychology, and optical
•Cutting eligibility for parents in Medi-Cal from 100% of federal poverty line to 72%
oCutting parents from Medi-Cal who are working more than 100 hours a month
•Eliminating full-scope Medi-Cal for some lawfully present immigrants in California
Healthy Families Program
•Requiring new applicants to be in a waiting period of one year and until space is available
SSI/SSP
•Reducing state contribution to the federal minimum cuts $1 billion over a full year from the blind aged and disabled and reduces average grant funding by $77 per month.
•Eliminating Cash Assistance Program for Immigrants (CAPI)
We believe that lifting up working families is the way to economic success. We call on the Governor and the Legislature to take a new and bold approach to solve our current budget crisis. It is time to make an increased investment in necessary programs and funding sources that help children and families thrive. With our recent economic crisis, many parents have lost their jobs and are in need of the safety net for their health and living. We need strong public programs that include services for immigrants and seniors, and more preventive support programs that reduce the need for emergency and crisis services. It is time to build a path to good jobs that sustain working families and communities, and reconnect our more vulnerable individuals to the support they need. We support your proposal for sales, liquor, and oil production tax increases and other creative ways to generate revenues. It is time to stimulate the economy by increasing taxes for those most able to contribute and sending those funds back into our economy.
