NAKASEC 2007 Activity Highlights

Since our founding in 1995, NAKASEC, the National Korean American Service and Education Consortium and our founding centers, YKASEC-Empowering the Korean American Community of New York City, the Korean Resource Center of Los Angeles, and the Korean American Resource and Cultural Center of Chicago have come to represent an effective national-local organizing network. We came together with the shared vision to empower Korean Americans through a holistic model of social service, culture, education and organizing. All four elements combined address the full human needs of Korean Americans and proven effective in creating a groundswell of sustained political activism.

This past year, NAKASEC and its affiliate community centers provided vital services to more than 7,362 community members including 4,975 individuals and families in Los Angeles. Services range from basic information & referrals and translation of documents to our worker legal clinics, health days, credit education seminars, and the low income tax clinic.

This year, KRC in partnership with the Little Tokyo Service Center was approved by the City to converti its current two buildings on Crenshaw and 9th into a 4-storey affordable senior housing complex.

Our mission is to improve the lives of all from meeting the health care needs of our community to defending the rights of workers, including the right to organize.

Our centers are home to our cultural troupes because culture is an important form of political expression. It also helps instill Korean Americans with a sense of identity as immigrants and ethnic minorities in America. In addition to regular classes and performances, a highlight of our work is Jishin Balpgi, our annual Lunar New Year street festival held in New York, Chicago, Los Angeles, and Philadelphia and for the first time Honolulu, Hawaii.

Our flagship program is the immigrant rights project. In addition to legislative visits, townhalls and letter writing drives, we were a part of three major national actions and campaigns.

During the Night of a Thousand Conversations on April 5, 37 conversations were held in cafes, churches and at people’s homes, where 500 of our community members asked ourselves what kind of country did we want America to be?

On April 30, 400 Asian Pacific Americans from 27 states came together for the National Mobilization of Asian Pacific Americans to Washington DC. Initiated by NAKASEC and our affiliates, KRC members raised $7,000 during a one-day teahouse to send 40 Asian Pacific Americans from Los Angeles to the event. Events included a community dialogues, a rally and 60 legislative visits.

On June 13 NAKASEC was a part of the multi-ethnic and multi-sector organizing committee that organized “Dreams Across America.” Dreams Across America recruited 105 dreamers (including 11 Asian Pacific Americans with 5 being Korean Americans) representing the great diversity of America to travel to DC and share their stories and humanize the immigration reform debate.

Kim Hee Bok or Grandma Kim, an outspoken member of KRC’s Community Health Promoters and longtime Koreatown activist, was one of the Dreamers. Dreamers arrived in DC for two days of activities including strategic legislative visits, press events and a children’s march.

As we continue to work for change on a national scale, we have also had significant victories on the local level. After 4 years, our New York center, YKASEC celebrated a win for all on September 21 when Governor Eliot Spitzer approved drivers licenses for undocumented immigrants. In Los Angeles, NAKASEC and KRC, with partners, advocated for eligible undocumented students who were denied admissions to community colleges and public schools as well as in-state tuition.

Our civic participation work parallels the political maturation of our community. We now coordinate a comprehensive voter campaign that is deep and wide. Not only did we register 6,069 voters and mobilized 30,000 voters, we selected several districts for concentrated voter contact activities and broadened our scope by naturalizing 1,170 legal permanent residents.

NAKASEC affiliates carry out year-round and summer programs to educate high school students, such as the Summer Youth Empowerment Project, Girls Best Friend, and Camp Pride which is specifically for young Korean adoptees.
This year, NAKASEC youth groups led the campaign to provide educational opportunities to undocumented immigrant students through education and advocacy for the DREAM Act. Activities included designing and sending out 3,000 youth-designed postcards to members of Congress, the June 18 “Don’t Just DREAM, Act! Graduation” event in D.C., and fundraising events towards the DREAM Scholarship Fund for low-income immigrant students.

On July 30, the House of Representatives passed a resolution authored by Rep. Mike Honda calling on the government of Japan to apologize and provide redress to former comfort women during the WWII era. NAKASEC and its sister organization Young Koreans United are honored to have been part of this long time effort led by these courageous women, many of whom have already passed away.

미주한인봉사교육단체협의회와 뉴욕의 청년학교, 로스 앤젤레스의 민족학교, 그리고 시카고의 한인교육문화마당집은, 설립 이후 강력한 단결력을 바탕으로, 효과적인 전국조직 및 지역단체 구성 모델로 널리 알려졌습니다. 우리는 사회 봉사, 문화, 교육, 조직을 아우르는 전체적인 활동 모델을 통한 코리안 아메리칸의 정치력 신장을 공동 전망으로 하여, 이 네가지 활동 요소들을 결합하여 코리안 아메리칸의 사회적 요구에 부응하고, 정치적으로 커다란 움직임을 만들어 내고 있습니다.

지난 한해동안 미주한인봉사교육단체협의회와 가입 단체들은 정보 제공 및 안내, 문서 번역에서부터 노동자 법률 상담, 건강의 날 개최, 크레딧 교육 세미나 개최, 저소득층 무료 세금보고 등 다양한 봉사 업무를 통해 7,362명의 커뮤니티 성원들을 지원했습니다. 로스 앤젤레스에서는 이러한 민족학교의 봉사 업무를 통해 4,975명이 도움을 받았습니다. 특히, 올해 민족학교는 리틀토쿄서비스센터와 협력하여 크렌셔 길과 9가에 위치한 현 사무실 자리에 4층 노인아파트 건립을 허가받았습니다. 또한 우리는 모든 이들의 삶의 질을 향상시키기 위해 커뮤니티의 의료 권익 증진을 위해 활동하고, 노동자의 권리를 지켜내는 활동에 함께 하고 있습니다.

문화는 정치적 표현의 한 방법으로, 때로는 저항의 방법으로 사회 속에서 중요한 역할을 하기도 하고, 우리 코리안 아메리칸에게 이민자라는, 소수 민족이라는 정체성을 알려주기도 합니다. 이에 미주한인봉사교육단체협의회의 가입단체들은 각각 문화패를 두고 정기적으로 강습과 공연을 진행하고 있습니다. 올 음력설에도 뉴욕, 시카고, 로스 앤젤레스, 필라델피아에서 어김없이 지신밟기가 진행되었고, 하와이 호놀룰루에서도 처음으로 진행되었습니다.

우리의 주력 활동은 이민자 권익 옹호 활동으로, 의원방문 및 타운홀 참가, 서명 캠페인과 함께 세가지 대규모 전국 캠페인에 참여했습니다. 첫째로, 4월5일에는 일야천화: 이민자의 민권을 위한 전국 1천 모임의 날에 함께 했습니다. 37개의 모임, 500명의 사람들이 카페, 교회, 가정에서 모여, 더 나은 삶을 위해 미국의 모습이 어떠해야 하는지에 대해 이야기를 나누었습니다.

둘째로, 4월30일에는 전국 27개 주, 400명의 아태계 아메리칸이 워싱턴 디씨에 모여 아시아 태평양계 아메리칸 전국집회를 가지고, 커뮤니티 토론회, 시위, 의원방문에 함께 했습니다. 민족학교는 로스 앤젤레스 40명 참가자의 경비 마련을 위해 일일 분식카페를 열어 7천 달러의 기금을 마련하기도 했습니다.

셋째로, 미주한인봉사교육단체협의회는 다양한 부문의 다인종 단체들로 구성된 연합체의 일부로서 "이민자의 꿈을 실은 대륙횡단"을 조직하고, 5명의 한인과 11명의 아태계 참가자를 포함하여 105명의 드리머를 개발했습니다. 이들 하나 하나가 미국의 다양성을 대표하며, 6월 13일 워싱턴 디씨로 떠나는 여정을 시작으로, 그들의 이야기를 나누고, 이민 개혁 논의를 인도적인 측면에서 알리는 활동을 진행했습니다. 로스 앤젤레스에서는 민족학교의 가주보건리더 모임의 일원이자 코리아타운의 오랜 활동가로 잘 알려진 김희복 할머니도 드리머로 함께 했습니다. 드리머들은 워싱턴 디씨에서 전략적 의원 방문과 기자회견, 어린이 행진에 함께 했습니다.

우리는 모두 더 나은 삶을 추구합니다. 그러나 오늘날의 이민법과 반이민 공세는 이민자들을 어두운 사회의 그늘로 몰아넣고 있습니다. 이에 우리는 전국 차원에서의 변화를 이루어 내기 위해 활동하는 동시에 지역 차원에서도 활동하여 중대한 성과를 거두기도 했습니다. 9월 21일에는, 지난 4년 동안의 뉴욕 청년학교 활동의 결과로, 뉴욕 주에서 서류미비자에게 운전면허증을 허가하는 정책이 통과되었습니다. 로스 앤젤레스에서는 미주한인봉사교육단체협의회와 민족학교 및 협력기관들이 자격 조건이 만족함에도 불구하고, 커뮤니티 컬리지 입학, 공공 교육, 거주민 학비 혜택을 거절당한 학생들을 위한 옹호활동을 펼쳤습니다.

우리 커뮤니티의 정치적 성장에 따라 우리의 시민사회 참여 운동도 활기차게 진행되었습니다. 우리는 폭넓고 심도 깊은 포괄적 투표 캠페인을 진행하고 있습니다. 지난 선거에서는 6,609명의 유권자를 등록시키고 3만 명의 유권자를 결집시켰을 뿐만 아니라, 핵심 지역의 유권자들을 직접 만나 투표를 독려하고 1,170명의 시민권 신청을 도움으로써 활동 영역을 넓혔습니다.

미주한인봉사교육단체협의회의 가입 단체들은 여름 학교, 걸즈 베스트 프렌드, 한인 입양아를 위한 캠프 프라이드와 같은 고등학생 교육 프로그램을 연중 진행하고 있습니다. 올해, 미주한인봉사교육단체협의회의 청소년 그룹들은 드림 법안의 교육과 옹호활동을 통해 서류미비 학생들이 동등한 교육 기회를 누릴 수 있도록 활동하는 캠페인을 주도했습니다. 이 활동의 일환으로 사진엽서를 직접 디자인하고 3,000장의 엽서를 의원들에게 전달했으며, 6월 18일에는 워싱턴 디씨에서 “Don’t Just DREAM, Act!” 가상 졸업식 행사를 치르고, 저소득 이민자 학생을 위한 드림 장학금 기금마련 행사를 진행하기도 했습니다.

7월30일에는 마이크 혼다 상원의원이 상정한 위안부 하원 결의안이 미 하원의회에서 통과되었습니다. 이 결의안은 일본 정부로 하여금 2차 세계 대전 중 일본군 위안부 피해자들에게 공식 사과와 배상을 촉구하는 내용을 담고 있습니다. 이미 돌아가신 많은 할머니들과 남아 있는 분들의 수십 년 동안의 용감하고 끈질긴 활동과 더불어 미주한인봉사교육단체협의회와 가입단체, 그리고 재미한국청년연합과 재미한겨레동포연합이 수년간 기울인 노력은, 이번 결의안 통과가 국제적으로 중대한 성과임을 보여줍니다.

미주한인봉사교육단체협의회와 민족학교의 궁극적 목표는 폭넓은 사회개혁입니다. 우리는 이를 위해 노력하고 함께 나아감으로써, 우리를 환하게 비출 미래로 나아가는 다리를 건설하게 될 것입니다. 감사합니다.
